    This is strange. Could it be that this is a hose from a faulty vacuum breaker?

    I took the guts out of my "vented loop" affixed a 1/4" hose and routed it
    into the cockpit above a scupper. Served two purposes. First: eliminated
    the leakage into the bilge and second: let me know the raw water pump was
    functioning.

    If this is the case, That is what I recommend.
