A little personal experience -- no tax on vessel in the USVI.
We handled the purchase of our current boat in the USVI in January
2006. The previous owner had the boat registered in the BVI, but we
wanted the boat to be US documented. So we sailed over to St. Thomas
to do the paperwork. The actual sale documents were notarized and we
then took the paperwork to the office which is located on the second
floor of the airport and had the boat registered in St. Thomas. We
did this registration because it takes several months to obtain your
US documentation, and we wanted to bring the boat back to the BVI to
store her there. This was accomplished by using the USVI
registration; that is all the BVI required. At the same time, all
sales paperwork was forwarded to a documentation agent in Florida to
complete the US vessel documentation. Well worth every penny paid to
have a documentation agent handle this. Think it was about $700.
The total registration cost in St. Thomas for both yacht and dinghy
was about $100. This would be an annual fee if one wants to continue
the local registration (which might be required if the boat remains
there). There was no tax involved. USVI does not assess sales or use
tax on vessels. Or at least they did not in January 2006. I have not
followed local laws since that time.
Once we received our US documentation, there was no longer any need to
have the boat registered in USVI. Especially since we left that area
to sail other parts of the world. All we needed elsewhere was the US
documentation.
