    For what it's worth, I cruised for 6 years (1989-1996) with just state (NC) registration. No problems in Denmark, Sweden, Germany,Holland, England, Portugal, Spain (the Canaries) and various Caribbean islands, including Martinique and Guadeloupe. Must admit I didn't check in on many of these Caribbean islands, for other reasons. But your mileage may vary, especially since 9/11.

    My current boat is federally documented and I think that's a better way to go. German authorities were very confused by state registration...held me up a few hours until someone higher up said OK. But that was the only time I was bothered. However, French authorities may not be so kind.
