Just another quick comment. While in Venezuela last
hurricane season there was a boat with state
registration. They were having problems while
checking in (Porlamar, Isla de Margarita), but somehow
they had gotten that far. In Porlamar it was likely
just a case of paying extra cash to resolve the
problem.
Wish we had asked them which countries they had
stopped in on the way down.
