    Bryan,

    You covered the tax question very well.

    Here's my point............

    If you buy a vessel in the USA, practically everyone must pay an initial
    "sales tax" when purchasing a vessel or be in violation of various state tax
    laws.

    What your saying is very true. If your buying and moving a boat from one
    state to another state and remaining in one for a lengthy period of time you
    are subject to sales and use taxes.

    What I am saying is............Once you have paid that initial sales tax and
    you are truly a "transient vessel", no state has the right to impose further
    state taxes on your vessel as you pass through.

    Non-taxatiation of a vessel underway is part of the right of free passage.

    Your federal documentation number gives you federal recognition by all
    enforcement agencies. You can then peacefully cruise the USA without having
    to buy a state registration sticker and pay the associated state fees and
    use tax, as long as you keep moving. Some states its a short time and some
    its a longer time, but eventually if you remain in a state's waters, you
    will become liable for state registration and some sort of a "use tax".

    The key is being a transient vessel, which means not staying in one place
    long enough to qualify under their tax rules.

    I know this is a very narrow point I'm trying to make and it won't work for
    most folks who put their boats in a marina, but for those of us who are
    underway as a way of life, taxes are a large chunk of our annual
    expenditures. Any way to pare them down is worth consideration.
