    Could the 3rd insurance company you are thinking of be Commandeur?
    Also a Dutch company; been around since 1954; and does a lot of yacht
    insurance worldwide. www.commandeur.nu

    Have no idea if they write liability only. Didn't know any of the
    insurance companies would do that any more.
