This is off the top of my head but you could probably
build it out of two sheets of plywood. Take a sheet
of 1/2" or so ply, measure from the dock to the deck
of the boat. Mark that height on the short length of
the plywood and snap a line to the long corner to form
a triangle. Do the same on the opposite side of the
sheet to cut a mirror image. Take anolther sheet of
3/4", maybe even 1/2" if you use the remains of the
side triangles as reinforcement. Screw and glue 3/4"
cleat stock on the plywood and fasten it all together.
Use the remains of the second sheet across the large
end to triangulate so it doesn't wobble. Should be
able to knock it out with a Skil Saw and assemble in
an hour.
