Because it is a simple, reliable and inexpensive solution to the problem.
Shaft seals work well until they do not work at all. When they fail there
is no way to fix them aside from part replacement. Teflon packing works
well. My experience is 12 years with out a drip. Cost? About $3.
Installation? 0 Maintenance? Occasional ( Every two or three years) take up
on the stuffing box bolts. Reliability? 100%
