    The story doesn't go into much detail...probably because no program has been
    evaluated, yet.

    Doesn't matter if every boat owner in the US is "required" to carry a
    government-issued ID, if there's nobody to look at them. Right now, there
    are tens of thousands of recreational vessels for every Coast Guard vessel.
    It's physically impossible to monitor every one. Either the Coast Guard
    would have to get geometrically larger, or any monitoring system would have
    to be electronic...like the transponders carried by aircraft. Can you
    imagine trying to monitor a busy boating area - like the Chesapeake Bay -
    when thousands of boats are underway at once?

    The costs alone of such a system, unless it's proven to be necessary, will
    keep it shelved.
