Demarcation lines appear to be a peculiarly US modification to the
rules. The COLREGS themselves state:
"Part A Rule 1 Application
a) These rules shall apply to all vessels upon the high seas and in
all waters connected therewith navigable by seagoing vessels"
So in this case (the islands of the Caribbean) the international rules
are more likely to apply. By definition, if you got there in a boat
and are anchoring, you are under COLREGs.
