    The international colregs only address waters that are
    beyond the demark line, beyond harbors and rivers. We
    in the US have different rules once in local waters.
    The Colregs state that local laws and rules take
    precentes over the international rules. For example,
    Inland rules covering the VTS systen in here in the NW
    "shiping lanes" can negate all of the rules. the
    inland rules above the Huey P Long bridge on the
    western rivers shall show different lights than below
    the bridge ect. Local laws once past the demark line
    can and will take over. The inland Rules in the US
    verses the international are very close, ie:
    Internationl there is " no vessel constraned by
    draft" Inland rules there is such a thing as a vessel
    constraned by draft". But that is a United Sates rule.
    If a country wants to have red anchor lights that are
    on masts over X feet tall, the country can require
    them. It's your skippers responseability to know the
    local rules and try to abide by them. In oter words
    if the country your visiting, requires you to put
    three purple lights on your mast while anchored, you
    must do it.

    I have googled for local maritime laws it that area,
    and was not able to come up with anything useful,
    maybe other members of this group can do better.
