While it's true that some laws change, in this case, the PO of your boat put
incorrect markings on it (assuming it was USCG Documented). Of course, if
anyone has state registration, and displays state numbers, that boat can
have a name and/or a home port displayed any way he or she wants. The PO of
my boat didn't have the Documentation number affixed to the hull, and he'd
owned the boat for eleven years. (I corrected it.) For that matter, I've
seen many boats with fancy teak boards that have engraved Documentation
numbers, that are simply screwed on to a bulkhead inside the boat. Those
are almost certainly not in compliance with the requirements. I have yet to
hear of anyone getting into trouble over them, though.

Let's put this into perspective. Nobody is going around with a ruler
looking for miscreants. At worst, if the Coast Guard boarded and inspected
a vessel, and the sole violation was the letter size or placement was
incorrect, the owner would get a letter from the Coast Guard requiring him
to make the correction and provide proof that it was done. Case closed.
This really isn't a big deal.
