OK, I've been staying out of this because both sides of this "arguement" have some valid points, and if you don't apply "DUE DILIGENCE" to avoiding collisions with "ANYTHING" then you may suffer the consequences of you negligence. Additionally, regardless of the degree of effort, stuff can bite your boat in the butt anyway.
BUT! This "Nothing "floats" a few feet under the water." is totally erroneous!
I completed Scuba Instructor certification in 1987 and have been diving ever since. There is such a thing as "Neutral Bouyancy". This varies with depth and displacement. As you (or things) go deeper they may achieve "Neutral Bouyancy" at different depths (depending upon thier initial bouyancy). So it is very possible for an object to "float" slightly below the surface. Remember, water pressure increases with depth, inturn affecting buoyancy.
Bottom line, keep a good watch out. Hope you don't slam into anything, and nothing slams into you. Sometimes ya can and sometimes ya can't. Like when a Nuclear Sub surfaces where your at. Anything can happen, and probably has. Never say never!
Keep the faith!
