Richard,
I work with International Marine Insurance Services and so can
answer your question for you.
The U.S. Pacific coast is far enough north than no insurers are
concerned about hurricane exposure there and so apply no
restrictions. Conversely, most insurers are so concerned about
hurricane coverage in Mexico that they will not cover a vessel
staying there through the hurricane season. However, there is one
U.S. insurer that will readily provide coverage year-round in Mexico
and there a few European companies that will also, although claim
service from U.S. companies is universally better than it is with
European insurers. The U.S. company does charge a different rate
depending on whether or not you will be north or south of 27° which
is approximately the midpoint of the Sea of Cortez.
