Well, having taught navigation and the COLREGS for a number of years as
well as spent a fair amount of time on the Chesapeake Bay and other
waters where there are a lot of commercial vessels - I will say this
much. The COLREGS require that you maintain a watch.
Having single handed my boat a lot of the time, I know that this is not
always possible. There are a lot of folks that are running short
watches (awake 30 minutes, sleep 30 and so on) because they are the only
ones on board.
And that applies to some commercial boats as well - they have the crew
but that does not mean that they stand the watches like they should.
Too many rely on radar proximity alarms, radar reflectors and lights.
While this will work outside (i.e. open ocean, far from shore); it does
not work well in busy waters and channels.
