New sails and rigging indicate an owner who takes care of their boat (you wouldn't do that to a rotting hull).
Check why they did the update though. They were planning on going crusing again but now can't due to???

I think you guys and this site answers my questions on what this
lady is capable of :D She does have all new sails miz, main, both
with reefing points and reconditioned head sail. New SS standing
rigging ( I'll look closely why;) and halyards... interior just the
usual clean up and minnor updates but make that BUT... orig. engine
13hp with new alt. will see if reconditioned???? she's 30' 1970 CD
ketch asking $26,500. hmmm
