    I've always like the Panasonic Toughbook as a
    shipboard PC.

    The older models can be had for $200-$500 on
    eBay.
    The newer ones aren't cheap, but they're pretty
    rugged and weather proof...

    When I worked in the IT department at NCDOT we
    used to equip a lot the road crews with these...
