WEP only secures the wireless service against unauthorized use.
A wireless hub without WEP is usable by anyone. Since secure
transactions are secured by a different layer of encryption (SSL)
there is no loss of security in using a "public" wireless hub
to connect to the internet.

My experience (2 years around the Pacific) is that internet cafes
are almost everywhere and nearly all of them allow one to
hook up a laptop. If you're doing online banking, your own
laptop is the way to go because there's no chance of leaving
private information in the cache or history of a public machine.
Some places have wireless hotspots, but it is usually more
economical to take the laptpp to a cafe.
