A designer that I feel needs to be mentioned is Chris White and his Atlantic designs. www.chriswhitedesigns.com The costs are higher than what you are looking for, but worth looking at. Chris also has a good book on Multihulls.
Also take a look at tris - Ian Farrier at www.f-boat.com is probably the leading designer in this field, and the costs are within your price range.
