Who was making arguments to validate "not participating"? I think Bryan's point is clear that making your voice heard is important, but that the format and wording of the letter means little if anything. If anything just be concise. Your comments are going to be read by the politician, they are going to be read as quickly as possible by a staffer and converted into a number for the politician who will be told "we received 3000 letters in regards to the NOAA bill from within the state, 43% of them supporting the bill". If they care, and it's doubtful they would, they might also get told they received 50000 letters from outside their district/state and the percentage supporting/opposing the bill.
This issue here however is if NOAA should be using tax payer money to format and publish their data in a consumer friendly format. I happen to think they should. Accuweather is arguing that private business should "package" the data for consumer consumption and that the tax payers and NOAA should only be paying for the data collection. If a consumer wanted the raw data from NOAA, they could probably still get it.

Proposed 25th amendment - Those citizens failing to vote in the most recent elections shall have their flag waving right suspended until such time that they do cast a vote in an election. Those displaying flags from poles attached to residences, on clothing or stickers slapped on car bumpers without having recently voted shall be stripped naked, painted red, white and blue and hung from their toes in front of the local court house for one day for each offense.

This is all very true, but not a valid reason to
NOT participate...
If a person doesn't try to make their voice
heard, they have no right to complain about the
