I agree completely. The essence of democracy is participation.
Just be realistic. Senators don't have time to read letters; that's
what they have staffers for. All the senator wants to know is a
summary of how his vote affects his constituency. Put in a more
cynical way, how his vote impacts his future reelection.
If you're trying to persuade someone, it's usually considered
inappropriate to insult that person's intelligence. Signing a letter
"taxpayer and voter" is insulting.
Stick to the facts. You might want to point out the increased cost to
the public for Coast Guard SAR and potential loss of life and property
if weather services are removed from the general public. That just
might resonate with the Senators.
