NZ has no restrictions on anchoring except in Navigable channels, port
areas, some mooring areas and marinas, and dumping grounds. Some
restrictions are in force in Auckland harbour. Livaboards get moved on,
eventually!
Residents in some places are suggesting restrictions. You have to wonder
about their motivation? Their stated reasons were boats untreated sewerage.
(Bit of a joke as many towns in NZ still have untreated or partially treated
outfalls). Effectively All boats with fixed toilets now have to have holding
tanks or treatment systems to meet legal requirements for discharges. This
has negated the stated objection to anchored livaboards, so things have
quietened down for the moment.
Recently local Councils have been made responsible for administration of
coastal waters so would be very easy to bring in restrictions or charges as
a local bylaw. The public is not usually made aware of these, unless it is
"news worthy"
Like most things this is political. "My apologies!"
Last time in Australia it was the same, but hopefully an Aussie will answer
as it is some time since I was there.
