All you need for SSB is the same license the FCC issues for VHF. A
few years ago, the FCC stopped requiring VHF licenses for pleasure
boats that operated in the USA. If you leave the USA, you require a
VHF license. The same license and call sign authorizes you to use a
SSB radio.
Ham radio and SSB both work similar frequencies, and both work
more-or-less equally as communication choices for the long-range
cruiser. SSB may require commercial services, while ham is all
volunteer...so there is a difference in the cost of usage.
