Check out www.noonsight.com for good (reliable) information about cruising,
    including EU regulations, taxing, etc...

There seems to be some level of disagreement among the EU nations, so some
of the answers will depend on where you intend to cruise.

    Chris,
I have NO experience with european travel. However, visas may be the
least of your worries.... as I understand it, the EU has a unified
approach to certain types of taxation ... specifically VAT (value
added tax). This kind of tax is foreign to US citizens (no pun
    intended).

Basically, once you have exhausted some visitor clock that governs
free entry and layover of transiting vessels, you must pay one of the
EU countries a tax on the value of your possessions (vessel) since
you are considered to be "importing" the vessel into an EU country.

From what I have read, it (the tax) is inescapable because all the EU
nations are watching for documentation that it has been paid ... if
it has not, and time is up, it must be paid ... it is even possible
that if you delay departure from EU that your vessel might be
impounded pending payment. (OOPS I forgot to leave ... not accepted).

I believe that there was a thread running on this message board
several months ago about VAT.. do a search for key words to get to
    those earlier messages.
