FWIW, stainless rivets are several times stronger than aluminum. Of course,
they're also significantly more expensive and more difficult to install.
It's easy to insulate them from the aluminum mast and the steps...a little
dab of silicone caulk will do the trick.
I installed my steps with aluminum rivets, but have replaced several with
stainless. No corrosion problems in over ten years.

That's a problem waiting to happen. The cables that are supported by their
own weight will stretch and eventually fail. Not to mention that they'll
slap against the interior of the mast and cause a god-awful racket.
