Depends upon the river.
The East River, between Manhattan and Queens/Brooklyn has a hellacious tidal
current.
Most of the rivers near my home have a slight tidal current.
As you mention, the Neuse - as well as the Pamlico and Alligator - in
Eastern North Carolina seem to have no tidal current at all. But move south
to the Charleston area, and you'll get major tidal influences in the Ashley,
Cooper, and Wando Rivers.
