You're correct that many boats carry both state and federal registration.
However, if the liens are not recorded against the federal "document",
courts have held that the lienholder may not be able to enforce them when
the boat is sold. It goes to federal law preempting state law when their
jurisdictions overlap. I'm no lawyer - not even a good sea-lawyer - so I
can't explain it better.
Bottom line, though, is that if the boat is federally documented, Joe can
virtually ignore any state requirements, providing he's taking the boat out
of the US and registering it elsewhere. States have no jurisdiction.
