Unless the law has been changed recently, when I was in the USCG, the
requirement was that the Hull Identification Number (HIN) had to be
displayed as you state above. The US Documentation Number is to be
displayed in the interior of the boat. Originally, the requirement was that
the number had to be carved into a structural member. With the advent of
fiberglass boats, the requirement is that the Documentation Number must be
permanently affixed on to a portion of the hull where it cannot be removed
or changed without causing damage. Technically, the above is almost
impossible, so there's a bit of latitude in interpretation.

OFFICIAL NUMBERS: The six or seven digit official number awarded by the
U.S. Coast Guard must be permanently marked in block type Arabic numerals
not less than three (3) inches high on some clearly visible interior
structural part of the hull. The number must be preceded by the
abbreviation "NO.", and must be affixed in a manner which would make
alteration, removal, or replacement obvious.
