    The Coast Guard's National Vessel Documentation Center provides all the
    regulations, common questions, and required forms in pdf format:

    However, if this is private yacht not involved in any commercial enterprise,
    documentation should not be necessary. In fact, a 38-foot catamaran might
    not be big enough to be documented even if you wanted to. There is a five
    net ton minimum requirement.

    Be aware that Coast Guard interpretation and enforcement of regulations such
    as vessel documentation often varies dramatically from unit to unit and
    region to region.
