FWIW, Hal Roth, in his new book (How to Sail Around the World: Advice and
Ideas for Voyaging Under Sail) comes down unequivocally on the side of
using drogues as the storm survival tactic of last resort. He discusses
storm management in four chapters, one on heaving to and lying ahull, one
on running off, one on deploying a sea anchor, and one on deploying a stern
drogue. I found the discussion pretty darn thorough, compellingly reasoned,
and well written.
The book's a pleasure to read otherwise as well, IMO.
