A drogue streams astern; it's purpose is to slow the boat down as it runs
before the wind and seas. The danger in running before large seas is that
as the boat accelerates down the face of a wave, its speed and the speed of
the water on the face of the wave are nearly identical, which makes the
rudder useless. Under those circumstances, unless the boat is perfectly
balanced, it will broach. If the wave then breaks, the boat will be rolled.
A drogue slows the boat down, reducing the acceleration, keeping some
relative motion between water and rudder, and resisting the tendency of the
    boat to broach.

A sea anchor is streamed off the bow. The boat is not sailing under a sea
    anchor.
