    Hmmm The factory rep was baffled? Was he just putting on a dumb look and
    saying (under his breath) Oh No! Not another one.
    The condition you describe is a case of poor workmanship. Probably, the
    surface was not prepared properly before tabbing in the bulkheads, or not
    enough / improper resin was used.
