In Panama I paid most officials $5 USD. If I forgot I was always reminded.

Thanks for your comments. What you describe is not untypical of many potential ports on various cruising routes. Whilst cruising off the west coast of Guadeloupe, our engine blew up off the little village of Malendure. WEe were there for six weeks. During the day with tourists around life was fairly conventional, but at night, after the last tourist had gone, all the villagers went to the local restaurant to eat any food left over. The men ate first; then the ladies; and finally the children. The local people hated the tourists, especially the Club Med variety, but accepted that they could be milked for a few dollars.
There will be stories of visitors who have had a fabulous time at next to no cost; but there is always the risk that one will be mugged or something else nasty. It is also important with officials to be patient and not let them lose face, even though it might cost $10 or so!
