    Rick,

    I'm retired USCG, have scoured the East Coast looking for the "ideal"
    retirement area that's near water but still has the home amenities we like.
    In a nutshell, most of what we've found that meets our criteria are in the
    Carolinas. My wife and I have decided on New Bern, NC; but many other areas
    in North and South Carolina might also appeal to you.

    Waterfront is expensive everywhere. But you can find areas close to the
    water for less than half SoCal prices.

    Realtor.com has a lot of current listings, if you want comparisons.
