Ron,
I think there must be something, legally speaking, in the CFRs and
such. There are probably associations with a specific view of it as
well. However, FWIW from my own ecological view point (my opinion),
I'd suggest carrying everything to shore and disposing of it there.
While the deep ocean isn't seen by too many people and I don't know
that the ocean currents would or would not eventually drag the
garbage up onto shore, I would think the deteriorating metals
leeching their chemicals and sometimes contents of the containers
into the water would, sooner or later, have an effect. True, the few
odd empty cans of beans, etc. tossed over by a small boat would not
have any appreciable effect, if everyone did it, I think there might
be an effect. Perhaps not now , except for public relations and
politically, but in the future. Remember when some of the larger
cities would haul their garbage out and dump it in the ocean or
discharge their sewage directly into the ocean? It was thought that
the ocean could handle everything we threw at it. Hopefully none
still do it but there probably are some.
FWIW, I'd find a way to compact/crush and take to shore or otherwise
recycle so that it was completely used up while in route.
