Steel boats have to be built stronger than GRP because if only enough steel was used to supply the minimum required strength the hull would be too flexible.
It would be like sailing a foil boat. This is why most steel boats use a frame structure. There are frameless steel boats but it is not practical. Also steel construction must allow an amount of over size to allow for some corrosion.
Steel also can bend and stretch on impact so that a hard object may dint rather than fracture ( if you are lucky)
