Remember that Customs is now U S Customs & Border Protection.
First of all, don't forget to purchase a Customs Decal

it seems to make every encounter with customs smoother, besides, if inbound,
they'll insist you buy one.
Here is the customs information for inbound boats, foreign & domestic,
including cruising licenses for foreign flagged vessels:

Before 911 you did not have to check out with customs. However, there was a
form you could get from them on clearing port, kind of a zarpa, showing
you'd cleared out, which is required by most foreign countries. Having said
that, if your last port of call was the US almost every harbor master and
customs ignored the fact that you didn't have a zarpa, mostly because no US
sailors bothered to get one.
I would have thought that the regs would have changed since 911, but I can't
find evidence of it. However, there are lots of numbers at the bottom of
the last site, give Customs a call and report back to the group.
