I think you've overlooked a much more important question:
"How well was the boat built?"
The vast majority of steel boats today are built in backyards. The vast
majority of fiberglass boats are built by boat manufacturers. Of the two,
which do you think has the greater possibility of significant structural
failure?
You and your lady want to sail around the world. How far would you and she
be willing to fly in an aircraft built in somebody's back yard? The ocean
is a very unforgiving environment. Don't ever cut corners on safety issues,
or you'll never reach the other side. If you can't afford to buy a boat in
good condition or maintain one properly, you should consider another dream.
Either a fiberglass or a steel boat can do a circumnavigation. Generally,
steel requires more maintenance.
