Short answer is yes. That's a reasonable budget for a small(er) boat that's
outfitted for cruising and that's enough to live on in many places.
People's monthly budgets are very driven by their need for comforts. Those
that cook their meals spend less than those that go out. Those who anchor
overnight spend less than those who take transient slips in a marina.
Walking costs less than a cab. And so on.
There are very few powerboats that can cross oceans. They do not carry
enough fuel, and their seakeeping ("motion in the ocean") is very
uncomfortable for multiple-day trips. The power boats that are designed for
ocean crossing are quite expensive.
So if you decide that ocean crossing is part of your future, you'll want to
learn sailing.
