I work for the San Diego Sheriff's department. There are already extensive
regulations in effect in San Diego (a major military port). Private vessels
may not approach a military ship within 1000'. The USCG has patrol vessels
on station 7x24. All regulations about reporting in, etc. are being
strictly enforced. We have also noticed a much higher level of enforcement
of California Department of Fish and Game fishing regulations. You can
expect to be boarded and inspected in this port.
 
Also, the USCG is asking private boaters to be their "eyes and ears" and
report anything out of the ordinary.
 
In myt personal opinion, rules may change if we every go to Homeland Defense
level RED and I would expect a port closure to be likely. We've been at
Orange twice since 9/11 and did not affect the port.

Well, like it or not it looks like the US will be invading Iraq
shortly. Does anyone with USCG contacts know if they are planning any
sort of new "emergency restrictions" or if there are locations of
special interest where yachts are likely to be restricted
or "discouraged" (beyond what is already in the Coast Pilots/NTMs)? I
found nothing on the coastie website.
