The prolonged exposure of the stainless steel to seawater in the bilge would
naturally lead to pitting followed by degenerative galvanic corrosion. It's
difficult to prevent this type of corrosion in stainless when the metal is
not well ventilated and exposed to saltwater. There are much better metals
for these applications, although 316 stainless is known to hold up pretty
well to this type of corrosion, even when submerged in saltwater.
I can't comment on the suggested repair, though I would pay attention to
insuring that no seawater finds it way to the iron core in the keel, as this
would surely be disastrous over time. I'm sure you can find a number of
personal web sites dedicated to this type of operation, though you may be
hard pressed to find one specifically on the Catalina 25. I did a quick
search on Google and came up with this one:

Also, a poster (Dan) on another message board had the same problem with the
same boat back in '98. You may want to try to contact him to see what his
solution was and how well it worked. His message was posted some years ago,
