I would be surprised if it WAS the case. But I'd have to know number
of boaters, miles of coastline and staffing numbers in order to be
sure. Also one would have to know what the duties of the various
coast guards were - ours is charged with many more duties than just
safety of boaters, and they have outposts in the Bahamas for instance
in addition to just the US.
