Jodie,
I apologize if I came across as caustic. I spent a career in the Coast
Guard, and several of those years were in Search and Rescue. I guess I
dealt with just about every kind of careless boater there is. Yes, there
were many who went out without telling anyone, and failed to return...very
frustrating for those charged with finding them, and very heartbreaking for
their families left behind.
As a few have already noted, there's no capability (now) to monitor the
movement of hundreds of thousands of boats. Many of those boats don't stay
in marinas, but at private docks. No way a harbormaster or marina could
ever note their movements.
While everyone is required to report to Customs upon return from a foreign
country, we've known for a long time how difficult that is to enforce. The
drug smuggling industry - like the "rum runners" in the 1920s - has long
taken advantage of our thousands of miles of coastline with limited law
enforcement. This will be a major challenge to correct.
Bottom line is that the movements of small boats are almost completely
uncontrolled by any governmental authority. While there are various
"regulations" designed to control those movements, the ability to enforce
those regulations is limited. Additional regulations will only serve to
keep the honest people honest; it will do nothing to deter those less
honest. Additional enforcement capabilities will take years and countless
dollars to develop. My guess is that nothing will happen soon, as there are
higher priorities here.
