In the US, we have very capable search and rescue forces, but we require the
boater to take responsibility for his own safety. Either send a distress
signal, or have a friend on shore monitor your progress and notify the SAR
forces if you fail to arrive on schedule.

Would you rather put your welfare in the hands of a friend/family member or
your government?

OTOH if you care so little for your own welfare that you won't even tell a
friend about your itinerary, how much effort should the government put into
rescuing you?
