At this time you can cruise anywhere you want in the US and not tell a sole
what you are doing or where you are going. There is no bureaucracy in place
to keep track of private citizens travel by boat or any other means. If you
are staying at a Marina either privately owned or owned by a local
municipality, the only concern of the harbor master is that you have paid and
are following safety and environmental regulations. He could care less
officially where you came from and where you are going. My experiences in
cruising in Canada were very similar. The only contact with officialdom was
with customs at the border. This kind of freedom from government monitoring
is assumed by US citizens and is culturally very embedded. There will be a
lot of discussion and controversy before it is changed.
