A friend of mine has done extensive research on the human history of the
Galapagos and his scholarly and informative Web site is

He may be able to help you, although he is not a sailor, but has visited
frequently. Send a message to info@XXX.XXX He probably knows about
getting various kinds of permission.
By way of information, the '.to' stands for Tonga. As all the other
Galapagos extensions were gone, John was able to get the Tonga domain.
