Actually, in MD, you are *required* to register with the state within 30
days of purchase or entry in to the state. If you can produce a Coast Guard
document that shows you are the owner, then your boat is registered as a
documented vessel. If you cannot, you must get state registration and
display state numbers until you receive your documentation forms, and
re-register with MD as a documented vessel.
A few years ago, a friend of mine received a citation ("ticket") from the
local water police for displaying a MD-registered decal while his boat was
documented (and not displaying MD numbers). The irony is that the state
decal costs more than the documented decal. So his citation came from
sending the state more money than necessary!
