When you purchase the boat, you should receive a clear title as a condition
of the sale--that is, satisfaction of any and all encumbrances. I think I
got the documentation forms off the Web. This was about three years ago.
The Coast Guard telephone service was mostly pushing buttons and no people.
But I found the turn-around time once I sent in the forms quite fast and
efficient. No need for an attorney or broker. Did not cost all that much
either. Could be that 9/11 has slowed them down. Can't register with your
state, I believe, until you have the documentation.
