I don't know how much you are spending or if a bank is involved. I my case I paid for the boat at a bank, had the CG bill of sale form signed and notarized, then mailed that and the application for documentation and a payment form on to the CG. I knew where the owner lived and trusted him. I suppose you could be given a title that was forged or one that had an outstanding lien, these would be the main risks. Unless the broker or attorney is guaranteeing these risks cannot happen, you can fill out the form the same as they do. If you need more detail on the form numbers, I could send them to you. (Forms are at my office)

I am in the process of purchasing a bluewater boat that is currently
documented as a U.S flag vessel. I was wondering if anybody in the
group would have any suggestions as to how to accomplish a transfer
without using a commercial service. There will be no broker involved.
I have accessed the Coast Guard site and haved looked over the forms
but I am still unsure on how to proceed.
