I have seen birds sitting right on the owl's head. They don't work.

I have often wondered what makes the birds roost in one place and not
another. No one has ever given me any kind of explanation, and in
fact have acted as though I was a little touched in the head for even
asking the question.

From observations, it isn't always the tallest mast in the marina
where they sit, although it is usually one of the tallest. When the
local birds were eating berries which made their poop purple, some of
them sat on our rigging which was by far the tallest in the marina,
but most of them sat on the rigging of the boat next to ours.

 It isn't always the boats in the marina closest to the channel,
although it often is one of those boats. In the mangroves, you can
tell where the pelicans or cormorants nest by the whitened leaves
underneath where they sit. I couldn't figure out why they sit in one
place rather than another.

When we were in an anchorage with several boats the pelicans did not
sit on our boat much (sailboat) because our dodger was not a hard
dodger so it was bouncy, whereas the boat behind us had a hard dodger
that they preferred.

I would suggest the same solution as Sir WInston's statue in London.
Maybe you could set up a solar panel to put a charge on the rigging.
